Employee Representation
Public safety dispatchers and supervisors are represented by Lincoln City Employees Association (LCEA).
Salary
The current annual pay ranges for positions in the 911 Center
Public Safety Dispatcher: $46,275 – $59,092
Senior Public Safety Dispatcher: $53,672 – $68,536
Public Safety Dispatch Supervisor: $61,967 – $79,127
Any dispatcher assigned as a communications training officer (CTO) shall be paid an additional $7.50 for each four hour shift a trainee is assigned to them for training purposes.
In addition, employees are paid at the rate of time and one-half for all overtime hours and qualifying shifts receive shift differential of $.70 per hour. On-call pay is also a contract provision.
Hours
Hours are variable with 8, 10 or 12 hour shifts. Flexible schedule positions may also be created to allow for varying shifts and days off based on staffing needs. Shift rotation will occur three times per year, with an annual bid.
Educational Pay
An employee may be reimbursed up to $1,250 for approved college courses per calendar year.
Longevity Pay
An employee will receive an additional $1,167 annually beginning with the tenth year of service. This longevity pay will increase at the completion of 15, 20, 25 and 30 years of service with the top end longevity pay at $2,876 annually.
Vacation
Employees earn vacation leave annually as follows: after original appointment – at the factored hourly equivalent of 88 hours per year. After five years, 120 hours per year. After ten years, 136 hours per year. After 15 years, 168 hours per year. After 20 years, 195 hours per year. After 25 years, 200 hours per year.
Holidays
There are eleven paid holidays for shift employees each year, as designated by the mayor. Employees who work on these authorized holidays shall be paid two times the hourly rate in addition to the normal
holiday pay. The City will also provide 16 additional non-cumulative personal holiday hours each fiscal year.
Sick Leave
Employees earn eight hours of sick leave for each full month of service. Sick leave is earned but cannot be taken during the first six months of employment.
Health Care and Insurance
Health. The City contributes 90% of the monthly cost of coverage and the employees contribute 10% for single coverage. For the employee plus child(ren), employee plus spouse or family coverage, the City contributes 86% and the employee contributes 14% of the monthly coverage.
Dental. The City contributes 98% of the monthly cost of coverage for single coverage. For employee plus child(ren), employee plus spouse or family coverage, the City contributes 63% of the monthly cost of coverage and the employee contributes 37% of the monthly cost of coverage.
Vision. The City also offers vision insurance. The insurance currently costs less than $10 for single, less than $20 for employee plus child(ren) or employee plus spouse and less than $30 for family.
Life Insurance. The City will provide long-term disability insurance and a $70,000 life insurance policy to all eligible employees.
